Jeffrey Scott Shepard, known to most simply as Scott, was born on January 4, 1959, in Pine Bluff, Arkansas, to "Speck" and Lucy Shepard. As the son of a state employee, Scott's early years were uniquely shaped by life on the grounds of several state institutions. His childhood began at the Boys Training School in Pine Bluff, followed by moves to the Training School for Girls and later the Arkansas Children's Colony, both in Saline County. These uncommon surroundings cultivated in Scott a deep well of compassion, empathy, and grace that defined him throughout his life.

A graduate of Bryant High School, Class of 1977, Scott went on to serve his country with honor in the United States Air Force. Over 13 years of active duty, he was stationed in Germany and Korea and deployed to support the Persian Gulf War as a munitions technician. He later returned stateside to South Carolina before ultimately choosing to come home to Arkansas.

During his service, the Air Force learned that Scott had played the cornet in his high school band. He was asked to volunteer his musical talents by playing TAPS at funerals for fellow Airmen—an honor he accepted with humility. Even in his later years, neighbors would sometimes hear the haunting, heartfelt notes of TAPS drifting from his front porch at sunset on special holidays.

Scott spent his final years in a close-knit Little Rock neighborhood, where he became a beloved fixture. Friends and neighbors recall him walking by with a radiant smile, greeting everyone with eye contact, a kiss on the cheek, and a heartfelt "I love you" called out over his shoulder. His generosity was instinctive and constant, and those around him basked in it like sunshine.

Scott faced his final battle—cancer—with courage and gratitude. He passed away under the compassionate care of the staff at the Veteran's Hospital in Little Rock, whom he deeply appreciated.

A memorial service will be held at Mt. Holly Cemetery on June 12 at 2:00 p.m. In lieu of flowers, Scott requested that donations be made to the Afghan Placement and Assistance (APA) program at St. Margaret's Episcopal Church, continuing his lifelong spirit of service and kindness.
